If the ACC intentionally violated the NCAA bylaws,


it would be interesting to see if the NCAA would do something about it and what "punishment" it would give the ACC for violating the bylaws. FWIW the MAC (when it had 13 football members) was in violation of the "round robin division game" requirement. Also, the SWAC was in violation because it was sponsoring a CCG when it only had 10 members in lieu of participating in the DI-FCS Playoffs.

The MAC and SWAC are small potatoes, so it is easy for the NCAA to overlook the infractions. However, I don't think the NCAA would be willing to overlook the infractions committed by a power conference unless the other power conferences were willing to overlook it. I doubt the other power conferences would be willing to overlook it. If the ACC wanted to do 3 divisions with 15 members, then it probably would have to give up its power conference status. I doubt Swofford would be willing to make that trade.
